POSITION DESCRIPTION

Department/Unit: Mission and Development
Position Title: Secretary for Human Resources Development
Position No.: 9373.01
Reports to: Director for Mission and Development

Basic Purpose
Assists member churches in their efforts to plan, organize and implement programs for the education and training of church workers and administers the LWF scholarship program in line with the Terms of Reference for the department, LWF policies and procedures.

Position Qualifications
1. University degree or equivalent in theology, education, administration or other.
2. Working experience in position involving planning, administration and/or management of programs/projects in the area of human resources development with LWF member church, mission society, related agency or ecumenical organization in an international environment.
3. Fluency in English, working knowledge of German and/or French and/or Spanish.
4. Computer skills (Word, Excel, Outlook, PowerPoint).

Position Environment and Dimensions
This position deals with the education and training of personnel in member churches through academic and practice-oriented, short- and long-term theological and non-theological study and training programs. This requires good knowledge of educational needs in member churches and of study and training possibilities in home or other countries. The position holder maintains contact with all Area Secretaries in the department, other LWF units, LWF member churches, funding agencies, educational institutions and ecumenical partner organizations.
Dimensions: 350 scholarship applications and 80 new scholarship recipients per year, and other Human Resource Development related programs as approved in the Statement of Needs.

Main Duties:
1. Administers the LWF scholarship program providing financial assistance for education and training of church workers (laity and clergy) in the home countries of recipients or abroad;
2. screens and processes incoming scholarship applications and prepares the short-list in preparation for submission to the LWF scholarship committee;
3. provides consultative services to LWF member churches with regard to the planning, implementation and evaluation of their programs of development of human resources (capacity building);
4. plans and assists in the implementation of international, national and regional personnel exchange programs;
5. promotes among member churches concerned greater proportional enrollment of women in scholarship programs;
6. plans and organizes workshops, seminars and consultations related to assisting the member churches in understanding the concepts of human resources development, in devising strategies for training programs;
7. maintains close working relationship with other LWF departments, with the WCC and other ecumenical organizations;
8. in consultation with the Director of the department, initiates contacts with related agencies and other funding partners with regard to financial support for the work of the desk;
9. provides national committees, member churches, funding agencies and other relevant members of the LWF constituency with regular reports on the implementation of the scholarship as well as on other programs approved in the Statement of Needs for the Department for Mission and Development;
10. initiates assessment on the impact of the Human Resource Development programs, especially with regard to the LWF scholarship program;
11. performs other related duties as assigned by the supervisor.

Major Challenge
To assist member churches in meeting the objectives of long-range personnel development and theological education needs within the limited financial and staffing resources available through LWF.
